Abstract

Exploring the public policies in education focused on overcoming ethnic and cultural discrimination and exclusion, is an exercise that requires a profound analysis on whether there have been real progress around intercultural and bilingual education, as a right and mechanism to overcome cultural intolerance; taking into account that within this country exists at least 14 nationalities in varied conditions of historic vulnerability. In that sense, the fist input which guides this communication is to identify in what measure the public policies regarding education, during the last two decades, have contributed to the development of the IBE (Intercultural and bilingual Education) incorporating contents that deepen on the epistemologies of the cultures of the peoples and nationalities of Ecuador towards the rescue of interculturality and plurinationality within the framework of their curricular plans. And the second input reflects on whether there is resistance from the peoples and nationalities facing homogenizing educational processes and the way in which they manifest and influence their lives. The challenge of this work lies in unveiling the aspects that allow and/or limit the access to an inclusive and intercultural education, and to better living conditions for the peoples and nationalities that inhabit the deep Ecuador; and center our efforts on new forms of public management that manage to transform, in a structural manner, the current conditions in the education of the peoples and nationalities. With an aim on educational inclusion; this goes through the interlocutions between political and social actors, who are willing to assume co responsibility to achieve the Good living, (Buen Vivir).
